Bio: William Downs is a sole practitioner who specializes in accounting and tax. He works with estates and trusts, as well as fiduciary and probate accounting. Downs is very involved with CalCPA, having served as a board member for the Los Angeles Chapter, as a Discussion Group Chairman, and as Co-Chair and Program Chair for the Westside Microcomputer Users Discussion Group. He currently serves on the CalCPA State Committee for Estate Planning, and on the Steering Committee for the Los Angeles Chapter Estate Planning Committee. Downs is a frequent speaker on estate planning, fiduciary accounting and income tax. He has published articles on computer topics, and on fiduciary accounting, and has taught for CalCPA Education Foundation. He is a graduate of UCLA where he received a bachelor’s and master’s degree in Accounting.

Bio: PHILLIP L. JELSMA, ESQ. CPA Phil Jelsma is a partner in the San Diego law firm of Luce, Forward, Hamilton & Scripps LLP where he specializes in tax law, with an emphasis on small business and international tax planning. Prior to this, he worked for the Internal Revenue Service and Arthur Young & Company. He also clerked for Judge Howard Turrentine of the Southern District of California. Mr. Jelsma is the former chair of the California State Bar Real Estate and Passthrough Committee and a former member of the Executive Committee of the Taxation Section of the California Bar. He was a member of the Drafting Committee for California's Limited Liability Company Act (SB 469) and testified on the Act in both the Senate and the Assembly. He has also drafted portions of the subsequent LLC clean-up bills. Mr. Jelsma has authored a portfolio book on the State Taxation of LLCs and LLPs for Tax Management. He is a frequent speaker on real estate and closely held businesses, S Corporations, and LLCs. Mr. Jelsma is an adjunct professor of law at the University of San Diego. He graduated from Stanford Law School and from the University of Southern California.
